Conservation district encounters peculiar theft

Judy Boltman can't imagine what use any thief would have for the
educational "soil tunnel" stolen last month from the Shawnee County
Conservation District. She hopes whoever took the tunnel's
components will give them back.
Boltman, the conservation district's manager, thinks the thief
only wanted the two-wheeled, 6-by-12 cargo trailer in which the
