No dumping?/It's hard to ban what, in a sense, is just a fiction of trade wars

Trade is essential to prosperity. The Bush administration is now
preparing for the World Trade Organization negotiations in November
in Qatar. To advance America's position - and to be an example to the
world - the administration needs to address what are called "dumping"
laws.
"Dumping" supposedly exists when a foreign country sells large
amounts of a product or commodity below market prices. Doing so
purportedly drives out competitors, allowing the dumper later to
claim a larger market share, jack up prices and make huge profits.
