"Forest Fight" {editorial, April 21} says not enough has been done to stop exploitation of the national forests. Congress established the national forests in 1897 to make sure that forests and the benefits they provide (water, wildlife, wood) were available to the American people.

While we can disagree over the level of resource uses in the national forests, the American Forest & Paper Association doesn't think this administration has the right to change the multi-use purpose of the national forests without involving the public and its representatives.
