Leesburg Backs Bond to Buy Land Near Battlefield; Officials Say Housing Proposal Threatens Historic Balls Bluff

The Leesburg Town Council voted Tuesday to issue $10 million in bonds, including $1.5 million that it hopes to use to add 50 acres to Balls Bluff Regional Park, where much of the famous 1861 Battle of Balls Bluff occurred.

The property's owner, William L. Walde, of Glen Echo, submitted plans in August to build four houses on part of the parcel, raising concern among council members who want to preserve the historic land near one of the country's smallest Civil War cemeteries.

Local leaders and preservationists are trying to pull together funds this month to purchase the site. Del. Richard H. ...
