Law Partner Noyes T. Powers; Served as EEOC's First Director

Noyes Thompson Powers, 77, who served temporarily as the first
executive director of the U.S. Equal Employment Opportunity
Commission and later was a managing partner with the law firm of
Steptoe & Johnson, died Jan. 29 at Sierra Nevada Memorial Hospital
in Grass Valley, Calif. He had Lewy body disease, a form of
dementia. The Penn Valley, Calif., resident had lived previously in
Chevy Chase.
In 1961, Mr. Powers joined the U.S. Labor Department as deputy
solicitor and as special assistant to Labor Secretary Willard Wirtz.
