The neutrality of the United States, and President Woodrow
Wilson's efforts to achieve peace in Europe during the first few
years of World War I, were severely tested when Germany declared
unrestricted submarine warfare, as reported by The Post on Feb. 1,
1917. Two days later Wilson severed diplomatic relations with
Germany, pushing the United States inexorably closer to declaring
war, which it did on April 6. An excerpt:
