IT IS a communication from the landlord which few people would wish to receive, but one which, according to a leading London property lawyer, may drop through a good many letter boxes in the days following the millennium New Year. It could read: "Dear flat- owners, I am writing to update you on repairs to be carried out after the events of 31 December 1999/1 January 2000. The following problems were caused by the Millennium Bug: 1. Emergency lighting failure.

2. Lift failure.

3. Communal heating system control panel inoperable.

4. Car park barriers jammed.
