William Ewart Gladstone - the Victorian politician whose name cropped up at the start of Gordon Brown's Budget speech - had to wait a long time before he became prime minister. He reached that office in 1868, just before his 59th birthday, and 35 years after he first entered Parliament. Mr Brown is 56 and has been an MP for 24 years.

But that was not the parallel which was on Mr Brown's mind. He was thinking of Gladstone's record as the 19th-cen-tury's longest- serving chancellor of the exchequer.
