In Gloucester, one of the nation's great cathedrals overlooks a multitude of planning errors. "Gloucester is what my father called a `fish-and-chips town'," says estate agent Julian Farr. "It is an industrial working town with an unattractive city centre, which was smashed by the planners in the 1950s, 1960s and 1970s. The cathedral is the only attractive place in the entire city."

The current planners say they will rectify matters, but Mr Farr's patience is wearing thin. "Gloucester has a massive docklands area but no decent riverside housing. Eventually there will be some lovely flats but ...
