ON NEW Year's Eve, it seemed as if the whole world had money to
burn. As television cameras tracked the celebrations around the
globe, city after city exploded in brilliant pyrotechnics.
Commentators reeled off figures which gave a competitive edge to the
whole affair. Who had the best firework display, laid on the most
extravagant spectacle, spent the most money? If nothing else, it was
a night which bore witness to our collective human capacity for
