FRANK DOBSON relaunched his flagging campaign to become mayor of London yesterday by warning that the spending plans of his rival Ken Livingstone would cost every family in the capital pounds 6,100.

Mr Dobson put an pounds 18.2bn price tag on Mr Livingstone's programme. But his hopes of switching the focus in the battle to become Labour's candidate to policy issues were dashed when a storm broke over one of his campaign leaflets, which included the words: "Red Ken is Red Scum".
