When Donald L. Moore made a career out of the Navy at the end of
World War II, no one had to tell him that a lifetime of free health
care was part of the deal. Everyone assumed it was so and always
would be.
Now, like thousands of other military retirees, Moore is demanding
that Congress restore a benefit simply referred to as "the Promise."
For decades, the military kept its implicit pledge to Moore. Even
while he worked a civilian job after retiring, he went to military
