THE MAN widely regarded as President Bill Clinton's nemesis
yesterday intoned a warning that resounded all around Washington.
"The end," Kenneth Starr told a gaggle of reporters on the steps of
the US Court House, "is not in sight."
Thus did Mr Starr, independent prosecutor appointed four years ago
to investigate charges of criminal wrongdoing by Mr Clinton, dash
hopes that a judicial inquiry was near conclusion.
