Kandahar in Panic, Refugees Say; Some Report Taliban Fighters Leaving Stronghold for Mountains

The Taliban's decision to retreat from Afghanistan's capital and
northern regions set off a wave of panic in Kandahar, a large
southern city that is the power base of the hard-line Islamic
militia, fleeing residents said today at the Pakistani border.
Several residents said they witnessed numerous pickup trucks laden
with Taliban fighters, many armed with automatic weapons and rocket
launchers, entering Kandahar early this morning. By the afternoon,
though, many of those soldiers had left the city for nearby
mountains, according to Kandahar residents, aid workers and anti-
