Efforts to stop the spread of the pugnacious round goby with an electrified barrier in the Chicago Sanitary and Ship Canal may have already been short-circuited by Illinois fishermen who use the tiny fish as bait.

Though it's illegal to possess a live round goby, some fishermen seem to think it's worth risking a $75 fine. As a result, they may be spreading the small foreign invader via bait buckets.

The goby is a tempting lure. "Trout hit them. Smallmouth bass love them," said Jack Vadas, owner of Vet's Bait on U.S. 41 at the state line. And the goby is cheap. His customers can "take a couple ...
