WASHINGTON A strange tableau unfolded Tuesday night as the House of
Representatives defeated proposal after proposal supported by 60
percent to 82 percent of the majority Republicans. The Democratic
minority coalesced with a combination of Republican moderates and
appropriators (members of the Appropriations Committee) to take
control of the House floor.
"We have a Republican majority but not a conservative majority,"
