U.S. takes case against Japan to World Trade Organization

WASHINGTON The Clinton administration announced Thursday that it is filing a wide-ranging trade complaint against Japan with the World Trade Organization, accusing it of erecting massive barriers to the sale of Eastman Kodak film.

The announcement signaled a major switch in strategy from the last three years, in which the administration confronted Japan directly in high-stakes negotiating battles, with deals usually reached at the last minute under threat of U.S. sanctions.
