Tootsie Roll in Talks With City On Expansion

In a move to keep Tootsie Roll sweet on Chicago, top city
officials will meet today with the firm's management to discuss
modernizing the candy manufacturer's Southwest Side plant.
Tootsie Roll Industries President Ellen Gordon is to meet with
Valerie Jarrett, commissioner for the department of planning and
development, and Gery Chico, Mayor Daley's chief of staff, Gordon
said Monday.
The meeting follows six months of secret negotiations between
