WASHINGTON Taking a political gamble forced by a soaring federal budget deficit, President Bush on Tuesday moved his lips and admitted that higher taxes are needed.

Bush stirred a political hornet's nest by issuing a statement at the White House that said "tax revenue increases" must be a part of any budget agreement reached in talks under way between administration and congressional leaders.

Republicans, fearful of losing a campaign issue against Democrats, spent the rest of the day asserting that Bush simply was restating his stance that "everything is on the table" in the negotiations.
