South of Interstate 80, where dogs bark at strangers, Jim Edgar is sounding the alarm.

Edgar, the Republican nominee for governor, contends that the election of his Democratic opponent Neil F. Hartigan would be unhealthy for Downstaters because Hartigan is from the big town with the Loop.

"There's nothing wrong with Cook County. But Cook County shouldn't have everything," Edgar declared at the Sunset Hills Country Club in Edwardsville. Sectionalism is alive and well in Downstate Illinois.
