Save-the-Pier plan carries big price tag

Navy Pier, a stuck whale for nearly 25 years, can get in the swim again.

A blue-ribbon panel Friday said it needs $127 million in public spending, plus an unstated amount of private development dollars. And it should be operated by a state-city authority similar to the one that runs McCormick Place.

The panel also suggested a plan for mixed public and commercial uses on the city-owned pier.

The recommendations resulted from a five-day study conducted by 11 specialists assigned by the Urban Land Institute, a not-for-profit brain trust of the national real estate industry.
