Conflicting bills under consideration by the General Assembly could reshape "open-space" districts in Illinois.

Under the law enacted 13 years ago, an open-space district allows township officials in some counties to buy or condemn land as "open space."

In theory, an open-space district gives township officials a new tool to protect farms and other open land from development.
