`Reform is a play on words' // Furor to fix the fixers has flared and faded often in Chicago history

Former Chicago Mayor Joseph Medill shunned the poor and ignored
the city's immigrants. Yet, in 1871 he headed Chicago's first
"reform" administration.
More than 100 years later, in the wake of Mayor Harold
Washington's death, a "reform"-minded crowd last week surrounded City
Hall. They packed the corridors, jammed the City Council chambers,
screamed obscenities and threw quarters at aldermen who refused to
get with the program.
As political scientist Paul M. Green says, "In Chicago, reform
is in the eyes of the beholder."
Reform means this. Or reform means that. Or maybe it means ...
