SINGAPORE A slowly circling ceiling fan moves soggy tropical heat among the lacy wrought-iron tables and chairs of Palm Court.

A royal blue bird with black cockade trills from its cage, joining a cheerful chorus of chirps and warbles along the veranda's rafters. Beyond the birds, tall travelers palms grace a wide courtyard, enlivened by brilliant bougainvillea and lavender orchids.
