Virginia prof gets award in economics

STOCKHOLM, Sweden James McGill Buchanan of the United States, father of the "public choice" theory that day-to-day politics is affected by economics, yesterday was named winner of the Nobel Memorial Prize in Economic Sciences.

Buchanan, 67, a professor at George Mason University in Fairfax, Va., holds that economic "fine tuning" by public officials often doesn't work because they usually act in their own self-interest.

He is a firm believer in the need for a constitutional amendment to require a balanced budget, and his ideas figured in creation of the Gramm-Rudman law.
