Nine cabinet ministers have joined a string of senior Labour figures to urge Labour MPs to vote for a substantially or wholly elected House of Lords.

The group, which also includes former Labour leader Lord Kin- nock, has written to backbenchers urging them to back motions calling for a 50 per cent, 60 per cent, 80 per cent or 100 per cent elected upper chamber when MPs vote on the future shape of the Lords on Wednesday.
