Looking for something to blame for the canceled barbecue, the flooded basement and the downed power line? Here's a culprit: the jet stream.

The invisible river of fast-moving air that zips around Earth's northern hemisphere from west to east has been locked in place above the Washington area this week, like a city dweller reluctant to give up a prime parking place. What's more, the jet stream has exhibited this unpleasant stick-to-itiveness on and off all year, helping to create the snowy winter, the soggy spring and the storm-filled summer.
