To discern just how ominous is the news that North Korea claims it has tested a nuclear weapon, consider the following:

-- No nation, once having joined the nuclear club, has resigned, i.e. disarming itself of its nukes.

-- Japan's leadership has begun wondering whether the country that suffered the twin horrors of atomic bomb attacks on Nagasaki and Hiroshima should rethink its ban on developing nuclear weapons.
