John Collier, a 28-year veteran of the Prince William Police
Department and a political novice, said he is challenging two-term
incumbent E. Lee Stoffregen III in the Democratic primary for county
sheriff.
Collier said he is taking on his former college classmate because
of Stoffregen's "unprofessional" manner and because he has focused
too much of his time on trying to expand his powers rather than
performing what Collier says are the duties of his office -- securing
