When former Gov. Frank Keating called for tax reform, his proposal was never even written into a bill, let alone voted on in any legislative committee. Of the three men who ran for governor last year, the only candidate explicitly opposing tax reform won the race.

Officials at The State Chamber listed the death of Keating's tax reform proposal as their No. 1 accomplishment in 2002.
