Emery David Doane Jr., 88, a retired Interior Department administrative law judge, died Oct. 8 at his home in Boise, Idaho, after a heart attack. He was a former resident of Falls Church.

Judge Doane's career at the Interior Department spanned 20 years, beginning with his appointment in 1970 to the newly formed Board of Mine Operations Appeals.

On the appeals board, he wrote many of its precedent-setting opinions interpreting the Coal Mine Health and Safety Act of 1969 and the Federal Metal and Nonmetallic Mine Safety Act.

He was appointed chief administrative judge of the board in 1975 and ...
