ON Wednesday General Augusto Pinochet made his final address to the Chilean nation as commander of the armed forces. With a mane of white hair combed back from his brow and enough plates, medals and sashes dangling from his navy-blue uniform to stock a pawn shop, Pinochet said in his deep but quivering voice: "I have been your soldier, and it has made me happy."

For roughly half of Chileans, the feeling was mutual. For the other half, an authoritarian nightmare was ending after half a dozen false dawns. How one feels about Pinochet depends largely on how one feels about Salvador Allende ...
