Draw line under the poll tax, says top finance official

MILLIONS of pounds in poll tax debts should be written off,
according to a senior council finance official, who believes the time
has come to "draw a line" under the non-payment controversy.
Sandy Brown, Scottish president of the Institute of Revenues
Rating and Valuation (IRRV) will today put forward his controversial
proposal in a speech to leading local government finance officials in
Glasgow.
