The leader of the union representing city of Rio Rancho employees has asked members to rally in support of a proposed pay restructuring plan the city manager is slated to unveil on Wednesday.

American Federation of State, County and Municipal Employees president Cindy Benz said the plan would show how the city budget could support better pay for city employees.
