Redrawn EU treaty clears early hurdle

BERLIN - Lawmakers in the lower house of parliament yesterday overwhelmingly approved a new European Union treaty, which Chancellor Angela Merkel described as providing a "new foundation" for the bloc. The so-called Lisbon Treaty is expected to easily pass when it goes to the upper house on May 23. It replaces a more ambitious draft constitution rejected by French and Dutch voters in 2005. (AP)
