CHEYENNE -- Growth in the Cheyenne area and inflation are two reasons Cheyenne Light, Fuel and Power officials say they are seeking an increase to natural gas and electric base rates starting Jan. 1.

Base rates -- the portion of a customer's bill that covers the costs of operating the utility -- were frozen five years ago when Cheyenne Light's parent company merged with Northern States Power to create Xcel Energy.
