CHEYENNE -- Underlying Xcel Energy-Cheyenne Light's electric
resource planning is the issue of qualifying facilities.
Under federal energy law, an electric generation plant -- even one
that isn't built -- can certify itself as a qualifying facility under
specific circumstances and can require a distribution utility such as
Xcel Energy-Cheyenne Light to contract for its electricity.
