Despite Prop. 69, not all police agencies collect DNA samples

A year after California voters approved the creation of a
statewide criminal DNA database, virtually none of the municipal
police departments around the county are collecting DNA samples,
officials from the District Attorney's Office said Wednesday.
The majority of the county's 47 local police agencies -- including
several in the South Bay -- have failed to collect the samples as
directed by Proposition 69, officials said. One reason: There are no
penalties for not complying.
