It's hard to find a defender of bureaucracy these days.

But Charles T. Goodsell, a professor emeritus at Virginia Tech, keeps trying. The fourth edition of his book "The Case for Bureaucracy" was published last month. It has been substantially revised, and about a third of it is new.

Goodsell contends that the government's record is better than its reputation. "Despite endless rantings to the contrary, American bureaucracy does work -- in fact, it works quite well," he writes.
