When Mike Magdaleno strolled down The Esplanade during his lunch break, he sometimes would spy motorists tampering with parking meters, jamming sticks into them to get free time.

Not only did it steal money from the city, but it also allowed nonpaying drivers to hog prime spots near the Redondo Beach sand.
