FOREIGN drivers who fail to pay the congestion charge and other traffic penalties could be prevented from leaving the country in a crackdown on motoring offences.

Surveillance equipment could be used to stop foreign drivers at ports and the Channel Tunnel in an attempt to recoup hundreds of thousands of pounds in lost revenue.
