Haynes fails to void purchase; mayor overridden on fee issue

Councilman Bill Haynes was unable to convince the Topeka City Council on Tuesday evening to suspend its rules and add to its agenda a proposal that would effectively void the city's purchase of a second police helicopter.

The council voted 4-5 to reject Haynes' request, which needed six votes to pass.

Council members Haynes, John Alcala, Sylvia Ortiz and Jack Woelfel voted in favor of suspending the rules, while Lana Kennedy, Deborah Swank, Brett Blackburn, Jeff Preisner and Richard Harmon voted against the move. Haynes said he plans to bring the matter back ...
