Chicago low in ranking for entrepreneurial activity

It's the ups and downs of a risk taker.
Shoya Bowman started Shoya's Shoe and Nail Salon from her Dolton
home in 2002, opened a retail shop in South Holland in January, then
closed it, and returned operations to her home in September.
"I had a lot of obstacles in my way when I first started," she
said.
Citing a zoning issue, South Holland would not grant her a license
to do manicures and pedicures, services that accounted for most of
her business....
