Sen. Wayne Allard recently introduced legislation designed to gut the Endangered Species Act. Similar legislation sponsored by Rep. Richard Pombo, R-Calif., recently passed in the House of Representatives. Both Pombo and Allard have claimed that the act does not work and called it a failure.
