Philippi makes finals for community award
|
After being flooded intermittently for years, residents of
Philippi teamed up to limit damage from future disasters.
They helped people move out of the floodplain to higher ground,
worked with the state Office of Emergency Services to implement a
flood warning system using rain gauges and river gauges and provided
backflow valves for homes and businesses at 15 percent of the cost.
Their endeavors have paid off in several ways.
"Most of our business area is in the floodplain, and we have been
flooded repeatedly," said city accountant Whitni Kines. "The flooding
