Annexation procedures differ for voluntary, involuntary act

The procedures for voluntary and involuntary annexations are substantially different.

According to the St. Joseph city legal department, for a voluntary annexation, the process is as follows:

n Determination that the area to be annexed is "contiguous and compact" to the existing corporate limits. Contiguous means it is connected by more than a railroad line, trail, pipeline or other strip of real property less than one-quarter mile in width.

n 100 percent of the property owners must sign a verified petition requesting annexation.

n The governing body of the city holds a public hearing to ...
