BUDAPEST, Hungary--How should Americans feel about the decision of the European Union at its Copenhagen summit last week to admit 10 new members from eastern and central Europe into the formerly exclusive West European club in May 2004? If you feel a little uncertain about your answer, don't be too hard on yourself. Neither the West nor the East Europeans are exactly confident about how they feel either.
