FLETCHER'S DECISION ON SENATE SEAT HAS DEMOCRATS UP IN ARMS

Kentucky Democrats are fuming over Republican Gov. Ernie Fletcher's decision last week to order a special election July 27 to fill the 4th District state Senate seat left vacant by the June 16 death of three-term Sen. Paul Herron of Henderson.

Most had expected the selection of someone new to represent the district, composed of Henderson, Union, Webster, Caldwell, Crittenden and Livingston counties, to be delayed until the Nov. 2 general election.
