West Virginia schools Superintendent David Stewart directed a $100,000 "strategic staff development" grant to Hampshire County schools just two months after the Department of Education's special education director rejected House Education Committee Chairman Jerry Mezzatesta's request for a grant in the same amount, records show.

The state Legislature allocates $500,000 for strategic staff development statewide each year.
