The United States and Saudi Arabia have long-standing economic and defense ties, but relations have frayed, especially since September 11. Fifteen of the 19 hijackers had Saudi nationality, and Saudis are well-represented among the Guantanamo prisoners. There is evidence of popular support among some Saudis for the September 11 attacks, but little evidence of serious self-examination in Saudi society about its possible responsibility for them.
